Uzbekistan launched the international Enterprise Uzbekistan center: English law, innovation, and a world-class ecosystem

President Shavkat Mirziyoyev has enacted a decree titled “On the organization of activities of the International Digital Technologies Center,” which officially establishes Enterprise Uzbekistan — the nation's inaugural digital hub functioning under a legal framework influenced by English law. This document is designed to further the goals of the “Digital Uzbekistan – 2030” strategy, enhance IT-services exports, draw in foreign investment, and implement global best practices for investor protection.

In his speech at the artificial intelligence forum, the President emphasized the significance of creating Enterprise Uzbekistan as a pivotal move in advancing the nation’s digital economy. He also mentioned that the successful model of Enterprise Uzbekistan — especially its incorporation of English law — is intended to be gradually rolled out throughout the entire republic in the future.

A new world-class center

The formation of Enterprise Uzbekistan aims to cultivate a competitive digital technology ecosystem, encourage innovation, and support IT companies targeting international markets. The decree specifies the primary objectives of the new center:

Highlighting the center’s institutional importance, its management will be established as a joint-stock company, with IT Park Uzbekistan appointed as the sole shareholder.

A special legal environment: English law and an independent court

Enterprise Uzbekistan will operate under a unique legal regime founded on the principles and norms of English law, as well as the standards of leading international financial centers.

A significant innovation is the provision for member companies to settle commercial disputes through an independent specialized court, thus ensuring transparent and predictable conditions for global technology firms and investors.

Moreover, a “one-stop-shop” mechanism will be implemented for the convenience of members, which includes a dedicated tax inspectorate providing services in English.

Additionally, non-member companies will be allowed to offer services within the center without the application of tax and customs incentives, ensuring that the ecosystem remains accessible to international partners.
