On 6 December, the founders of Libermans Co holding, David and Daniil Liberman, visited Uzbekistan for a working trip. The entrepreneurs are well-regarded in the global technology sector for their advancements in artificial intelligence, the optimization of intricate digital systems, and the development of products aimed at international markets.

While in Tashkent, they engaged with Minister of Digital Technologies Sherzod Shermatov, Chairman of the Supervisory Board of IT Park Uzbekistan Farkhod Ibragimov, CEO of IT Park Uzbekistan Abdulakhad Kuchkarov, along with leaders from other significant institutions within the nation’s digital ecosystem. The visitors explored the IT Park complex, were familiarized with the data center infrastructure, and examined solutions showcased by the national IT integrator at the UzInfocom showroom.

Libermans Co: A Company Redefining Industry Standards

Established in 2021, Libermans Co was created as a new model company: future economic value — encompassing revenue, intellectual property, and new initiatives — is assigned to the company itself rather than to individual founders. This framework allows investors to back not just a single product, but an entire platform grounded in the entrepreneurial skills of its founders. Currently, Libermans Co is valued at $400 million, reflecting both the promise of its ongoing projects and the trust of prominent figures in the global venture capital arena.

The Liberman brothers have a wealth of experience in the international technology industry. They have developed numerous innovative solutions, including the Product Science platform, which enhances mobile application performance and bolsters digital infrastructure. This advancement is paralleled by an expanding export landscape: Uzbek IT companies are increasingly engaging in markets across North America, Europe, the United Kingdom, the CIS, and APAC.

The Liberman brothers underscored the extensive measures Uzbekistan is implementing at the governmental level to foster the IT sector. They stressed the necessity of systemic reforms in digital legislation aimed at harmonizing national regulations with international standards. They believe that such initiatives lay the groundwork for sustainable growth and enhanced collaboration with global technology firms. The visitors also acknowledged the country’s competitive advantages, including a special regime for IT Park members that features zero corporate income tax, zero social tax, and zero VAT on imported services, along with unrestricted currency operations and streamlined processes for hiring foreign IT professionals. This framework positions Uzbekistan as one of the most appealing nations for hosting infrastructure projects in artificial intelligence and cloud computing.

Data Center Development as a Key Direction of Cooperation

Another promising topic of discussion was the development of data centers in the Republic of Karakalpakstan.

The parties examined the viability of executing large-scale infrastructure initiatives in response to the increasing global demand for computing power necessary for training and scaling AI models.

Uzbekistan has several competitive advantages for establishing itself as a regional computing hub, including access to energy resources, the capability to design energy-efficient data centers, favorable logistics, and supportive legislation.

The Liberman brothers indicated their willingness to consider incorporating Uzbekistan into Gonka, the decentralized computing network for AI. Discussions revolved around the potential for linking national infrastructure to Gonka’s global distributed framework, which could position Uzbekistan as a significant node within the network. Such involvement could enhance the country's role in the international AI ecosystem and provide access to new technological capabilities and markets.

Human Capital Development and Participation in Global Technology Communities

During the meeting, the parties highlighted the importance of integrating Uzbek developers into global engineering ecosystems and promoting a culture of open technologies. Moreover, the possibility of hosting a significant international event — Decentralized AI — in Tashkent in 2026 was discussed.
