
Results of the visit to Canada: IT Park Uzbekistan strengthens cooperation with Canadian IT companies
The IT Park Uzbekistan delegation, headed by Ahmed Aboulezz, Advisor to the CEO, and Ruslan Yapparov, Business Development Director of the IT Park representative office in the United States, recently completed a working visit to Canada. This trip involved a series of meetings with some of the largest technology and outsourcing firms in the country. The delegation engaged in three days of negotiations, participated in the international Digital Customer Experience Summit, held discussions with executives from global corporations, and attended the Uzbekistan Outsourcing Conference (UOC) Toronto 2025. The main goal of this visit was to foster partnerships, position Uzbekistan as a burgeoning IT services hub, and create sustainable channels for investment collaboration.
Meetings with Leaders of the IT Market
Throughout the visit, the IT Park Uzbekistan delegation engaged with the leadership of TierOne OSS Technologies and its subsidiary, RcatsOne. Representatives from both companies expressed significant interest in expanding their operations to Uzbekistan and thoroughly examined the legal, staffing, and operational considerations for establishing an office. Following their discussions, the companies confirmed their plans to initiate a group business mission to Uzbekistan in 2026.
TierOne OSS Technologies is a Canadian firm based in Mississauga, Ontario. Established around 1999, it specializes in developing software solutions for telecommunications operators, including OSS/BSS systems, service management tools, network monitoring, and process automation systems. The company caters to corporate clients and network service providers, employing personnel in both Canada and India.
RcatsOne, a subsidiary of TierOne OSS Technologies, operates within the same technological sector, offering solutions for telecommunications operators and corporate networks.
Additionally, a meeting took place with NTG Clarity Networks, where the parties discussed staffing needs, the costs associated with technical specialists, outstaffing models, and the potential for opening a local office under IT Park membership. The company expressed interest in gradually expanding its operations in Uzbekistan.
NTG Clarity Networks Inc. is a Canadian company founded in 1992 and located in Markham, Ontario. It offers comprehensive solutions in digital transformation, software development, network integration, billing systems, and asset management for telecom operators and various other industries.
The organization employs over 700 IT and network professionals and operates in multiple countries, engaging in outsourcing and offshoring projects.
At the conclusion of the day, the delegation convened with the leadership of Incepta Solutions and its subsidiary, Agentsense. Incepta Solutions expressed its commitment to establishing an office in Uzbekistan and agreed on the next steps for initiating the Incepta Innovation School initiative. Agentsense, a company focused on artificial intelligence, highlighted the significant potential for AI advancement in Uzbekistan and revealed plans to visit the country in 2026 to assess the feasibility of creating a regional development center.
Incepta Solutions, founded in 2010 and located in Mississauga, Ontario (Canada), specializes in digital transformation projects, including system integration, business process automation, GenAI, data management, cloud solutions, and cybersecurity. The company collaborates with major corporate clients across various sectors, including banking, retail, healthcare, and manufacturing.
AgentSense, a technology firm based in Toronto, Canada, focuses on enterprise AI solutions, including intelligent agents, process automation, unstructured data analysis, and decision-making acceleration. Its offerings, such as DocuCortex and DataGenie, cater to industries like CPG, healthcare, retail, and finance. The company prioritizes ensuring that AI complements rather than replaces human labor.
Additionally, a separate meeting took place with Corpshore Solutions. The company announced its intention to expand its workforce in Uzbekistan to 1,000 employees within a year, marking one of the most significant workforce-related commitments made during the mission.
Corpshore Solutions is an international BPO firm founded in 2015 and based in Toronto. It offers a wide range of services, including voice and non-voice support, live chats, process automation, as well as digital and IT services like web development, UX/UI, and SEO. With operations in Canada, the United States, the Dominican Republic, Colombia, the Philippines, South Africa, and Ghana, the company serves clients in finance, healthcare, retail, and other sectors. Its annual revenue is approximately $20 million, and it employs over 100 individuals.
Participation in the Digital Customer Experience Summit
On the second day of their visit, the IT Park Uzbekistan delegation took part in the international Digital Customer Experience Summit, a prominent North American event centered on customer service, digital products, and SaaS solutions.
The Digital Customer Experience Summit is a significant annual conference held in Toronto that focuses on digital customer experience and contemporary service technologies. It gathers executives and specialists from various industries to discuss applications of AI, analytics, omnichannel solutions, and enhancing customer interactions. The Summit also provides ample opportunities for business meetings and knowledge sharing among companies engaged in digital services and outsourcing.
During the event, representatives from IT Park conducted meetings with over 30 companies, including Teleperformance, Bill Gosling Outsourcing, Telus Digital, QuestionPro, BoostCx, and Kyndryl. All participating companies showed interest in collaboration, expressed their willingness to continue discussions, and received information about Uzbekistan’s human resources, tax incentives, and prospects for quick operational deployment.
The delegation's participation in the Summit significantly broadened their business network and showcased Uzbekistan’s advantages as an emerging destination for outsourcing, digital solutions, and technological services. Throughout the conference, IT Park representatives held numerous meetings with Canadian firms, many of which explored potential collaboration with Uzbekistan in detail for the first time.
Meetings with Industry Leaders
On the third day of the mission, high-level discussions took place with executives from companies attending the Digital Customer Experience Summit. The IT Park Uzbekistan delegation met with representatives from Teleperformance, Bill Gosling Outsourcing, Telus Digital, QuestionPro, BoostCx, and Kyndryl. These companies expressed interest in further investigating opportunities for collaboration with Uzbekistan, requested additional information regarding human resources and membership conditions within IT Park, and confirmed their willingness to continue the conversation. Consequently, five organizations confirmed their participation in the UOC Toronto 2025 conference.
Uzbekistan Outsourcing Conference (UOC) Toronto 2025
Another significant outcome of the visit was the Uzbekistan Outsourcing Conference (UOC) Toronto 2025, which was organized by IT Park Uzbekistan in Toronto.
The event convened over 60 Canadian companies keen on exploring Uzbekistan’s potential as an emerging hub for IT and outsourcing services. The conference highlighted investment conditions, tax benefits, infrastructure strengths, and the country’s skilled workforce.
As a result of the conference, tangible agreements were established. Seven Canadian firms revealed intentions to set up offices in Uzbekistan within the next few months. This initiative is anticipated to generate at least 500 jobs, while IT and BPO service exports could approximate $5 million in the first year. UOC Toronto 2025 showcased significant interest from Canadian businesses and further solidified Uzbekistan’s status as a promising new outsourcing location.
Outcomes of the Four-Day Mission
The IT Park Uzbekistan delegation's working visit to Canada yielded substantial agreements and pinpointed promising avenues for future collaboration. The delegation forged direct connections with key figures in the Canadian IT sector, including TierOne OSS Technologies, RcatsOne, NTG Clarity Networks, Incepta Solutions, Agentsense, Emergitel, Corpshore Solutions, Mergen AI, InnovaGrid, BoostCX, and Metro Tow Trucks. Several additional companies also indicated a desire to continue discussions.
Canadian firms expressed interest in Uzbekistan due to its clear and favorable conditions: IT Park’s zero tax rate lowers operational expenses; the country boasts a large pool of qualified and multilingual professionals; the government actively supports foreign initiatives; and local infrastructure is ready for rapid expansion. Its strategic location and compatible time zones enable service to markets in Europe, the Middle East, and Asia, enhancing Uzbekistan’s appeal for international IT enterprises.
Future Collaboration Prospects
Following the visit, a list of priority areas for ongoing collaboration was identified. These priorities include establishing development centers and service offices for telecommunications and outsourcing companies, launching new educational programs, and increasing participation in industry events in Canada. Notably, plans are in place to organize UOC Toronto 2026.
Canadian partners also expressed their willingness to visit Uzbekistan in 2026. Such visits will facilitate the deepening of the agreements made and support the practical execution of joint initiatives.
The results of the mission establish a strong basis for enhancing Uzbekistan’s presence in North America, drawing in foreign direct investment, and reinforcing the nation’s status as an emerging global IT hub.
