Offshore Outsourcing Conference held in Tashkent with participation of 848 delegates from 87 countries

On 23 September 2025, the Shared Services and Offshore Outsourcing Conference was held at CAEX, organized by IT Park Uzbekistan in collaboration with the Ministry of Digital Technologies of Uzbekistan. This conference served as the largest strategic platform aimed at enhancing the export of IT and BPO services from Uzbekistan.

Since its inception in 2004, ICT Week Uzbekistan has been the premier event in the information technology sector of the country. This initiative is a joint effort by the Ministry of Digital Technologies of the Republic of Uzbekistan and IT Park Uzbekistan, designed to promote IT service exports, bolster Uzbekistan’s standing as a regional digital hub, and integrate the nation into the global IT ecosystem.

The conference attracted 848 participants, including 614 international delegates from 87 countries, featuring global experts, business leaders, and investors. Notable speakers from various international firms provided insights on forming global teams and discussed their reasons for choosing Uzbekistan as an outsourcing location.

Among the key speakers were Sultonmurod Rasulov (IT Park Uzbekistan), Artur Grigoryan (EY), Ansari Zain (Xpence), Jose De Soto (Ruby Talent Solutions), Michael Germershausen (Antal International), and Ahmed Abulezz, who emphasized Uzbekistan’s strengths as an outsourcing destination, its talent pool, and new support mechanisms for businesses.

Sultonmurod Rasulov, Head of North American Market Division at IT Park Uzbekistan, highlighted the country’s potential and the evolution of IT Park since 2019:

“In 2019, IT Park Uzbekistan was a young team, and the vision of transforming Uzbekistan into a global outsourcing destination seemed distant. Today, this vision is becoming a reality. Uzbekistan ranks first in political stability, third in financial attractiveness, and is among the top ten safest countries for living and conducting business. Uzbekistan is no longer merely a developing market — it is a powerful emerging outsourcing hub.”

Artur Grigoryan, Head of Business Consulting Practice at EY Armenia, linked the growth of Enterprise Uzbekistan to the nation’s long-term strategy:

“Enterprise Uzbekistan was initiated in 2024 when the President of Uzbekistan decreed the establishment of the International Digital Technologies Center. This initiative aligns with the broader Uzbekistan 2030 strategy, which sets specific targets for the country’s technological sector.”

Ansari Zain, Head of Xpence, underscored the market's scale and potential for digitalization:

This market is strong and bolstered by world-class talent nurtured by IT Park. We localized our product and formed partnerships. Within 90 days of joining IT Park, we registered the company in just 6 hours and secured our first banking agreement. The robust demand, government backing, and active participation from SMEs position Uzbekistan as one of the most appealing markets for digitalization.”

Jose De Soto, CEO of Ruby Talent Solutions, discussed the strategic rationale behind opening an office in Uzbekistan:

Michael Germershausen, Regional Director of Antal International, emphasized the demographic benefits and the role of IT Park in talent retention:

Ahmed Aboulezz, Advisor to the CEO, highlighted Uzbekistan’s talent potential:

The country boasts over one million IT professionals, and leading universities are actively developing and providing education that aligns with international standards. Together, these elements create the conditions for Uzbekistan to emerge as a fully-fledged hub for international investment and technological innovation.”

The conference concluded with Riyad Ibragimov, Director of CERT International, officially presenting IT Park Uzbekistan CEO Abdulakhad Kuchkarov with the ISO/IEC 27001:2022 certification for information security management systems.

“This achievement is more than just a certificate — it signifies that IT Park adheres to international standards of quality, management, and reliability. It reflects our continuous efforts to create a transparent, trustworthy, and globally competitive ecosystem,” remarked Ibragimov.

In his closing remarks, Abdulakhad Kuchkarov, CEO of IT Park Uzbekistan, expressed:
