
New rules are being introduced for IT Park Uzbekistan members
Effective April 1, 2026, new regulations will be implemented in Uzbekistan for members of IT Park Uzbekistan, the Cybernetic Innovation IT Park, and Inno Technopark LLC. These changes are outlined in the Presidential Resolution of the Republic of Uzbekistan dated December 26, 2025, No. PP-388, and are designed to foster a sustainable IT ecosystem with a focus on export-oriented IT products and services.
A significant alteration will be the revision of the application of tax and customs incentives. As of April 1, 2026, these incentives will no longer apply to members functioning as payment organizations, payment system operators, marketplaces (electronic payment systems), and microfinance organizations.
Members currently engaged or intending to engage in these sectors are advised to reassess their business models in advance.
Additionally, a differentiated system of contributions to the technopark administration will be introduced. From April 1, 2026, the contribution amounts will be determined by the company’s revenue levels and export activities.
Anticipated Outcomes for the IT Ecosystem
This new model aims to enhance the export activities of members and establish a sustainable IT sector focused on international markets. Export remains a primary objective for IT Park Uzbekistan and the broader digital economy of the country, while the gradual increase in requirements enables companies to adjust without sudden disruptions.
The gradual implementation of the new requirements will facilitate companies in adapting, expanding international sales, and bolstering their presence in foreign markets. Members are encouraged to perform a financial and legal evaluation of their operations at this stage, consider future export requirements, and proactively plan steps to enhance their export potential. IT Park Uzbekistan will continue to assist companies in their efforts to penetrate foreign markets.
