Artificial intelligence and the startup ecosystem have become the dual catalysts propelling Uzbekistan’s emerging digital economy. The nation’s digital transformation strategy strongly prioritizes these areas, with a focus on international collaboration.

In October 2025, Uzbekistan made a notable advancement when the MIT Tech Leaders Lab program concluded at the Massachusetts Institute of Technology (MIT). This initiative convened a delegation from the Ministry of Digital Technologies along with key entities influencing the country's digital trajectory.

The delegation comprised members from the Ministry of Digital Technologies, IT Park Uzbekistan, the Republican Center for the Management of Telecommunication Networks, the Electromagnetic Compatibility Center, and the Research Institute for the Development of Digital Technologies and Artificial Intelligence.

The week-long program, which ran from October 21 to 27, 2025, was hosted at the MIT Kuo Sharper Center for Prosperity and Entrepreneurship, recognized as one of the premier centers for innovation leadership and entrepreneurial education globally.

MIT Tech Leaders Lab: A Laboratory for the Future of Leadership

The MIT Tech Leaders Lab is a unique initiative aimed at enhancing strategic thinking, adaptive leadership, and systemic approaches to the development of national innovation ecosystems.

For Uzbekistan, participation signified a pivotal move towards fostering digital leadership and enhancing human capital. Delegates from the Ministry and IT Park engaged in rigorous academic and practical sessions covering topics such as artificial intelligence, sustainable development, systems innovation, and venture ecosystems.

The MIT Learning Pathway: From Ecosystem Design to Leadership

Designed as a progressive journey, the MIT Tech Leaders Lab led participants from comprehending the construction of innovation ecosystems to excelling in strategic and adaptive leadership.

The initial phase investigated the role of entrepreneurship in promoting inclusive growth, utilizing the MIT Sloan Ecosystem Framework — a model that integrates academia, business, and government to encourage sustainable innovation.

Following modules focused on venture capital frameworks, investment strategies for technology initiatives, and approaches for scaling innovation through education and entrepreneurship.

The program also examined AI-driven organizations and adaptive leadership, preparing participants to spearhead change and sustain resilience amid rapid technological advancements.

By the end of the program, delegates had crafted comprehensive roadmaps for Uzbekistan’s innovation ecosystem, rooted in local resources, human capital, and global trends.

Uzbekistan’s aspiration to evolve from an outsourcing center to its own innovation ecosystem will require time, learning, and bravery. Immersive Learning: Engaging with the MIT Innovation Ecosystem

The program's practical segment featured visits to MIT and Harvard’s premier research and innovation centers, enabling delegates to observe firsthand the functioning of the U.S. innovation ecosystem.

At the MIT Martin Trust Center for Entrepreneurship, participants learned about MIT's approach to training founders — with over 180 startup teams supported in the last decade, collectively securing $2 billion in funding after graduation.

At the MIT-IBM Watson AI Lab, which oversees more than 100 AI research projects (many of which are already implemented in industry and education), they explored models of corporate research and collaboration between academia and industry.

The MIT Robotics and AI Institute, a collaborator with Boston Dynamics, demonstrated advancements in next-generation robotics and automation.

Lastly, at Harvard Innovation Labs, delegates examined how a single ecosystem has facilitated the launch of over 6,000 startups across the biotech, AI, and sustainability sectors.

These visits provided practical insights into the transformation of research into market-ready solutions — lessons that are now being tailored for Uzbekistan’s innovation landscape.

Future Collaboration between MIT and Uzbekistan

Following the program, both parties established a framework for a long-term partnership. A significant opportunity lies in the potential localization of the MIT Sandbox platform in Uzbekistan. Each year, MIT Sandbox engages over 350 teams and more than 750 participants, providing up to $25,000 in non-equity funding per startup, along with mentorship and entrepreneurship training.

Plans are also in progress to create joint R&D centers that will concentrate on three priority areas: artificial intelligence, unmanned systems/drones, and industrial automation, leveraging the expertise of the MIT-IBM Watson AI Lab and the robotics community in Boston.

Another strategic emphasis is on academic mobility and open learning, which includes participation in MIT Open Learning programs, researcher exchanges, and involvement in entrepreneurial tracks at the Martin Trust Center.
