Aktif Bank explores opportunities to enter the Uzbek market through IT Park Uzbekistan

Representatives from IT Park Uzbekistan, headed by Elyor Maksudov, the Startup and Investments Development Director, convened with a delegation from Aktif Bank, UPT, and Aktif Tech. The Turkish delegation comprised Murat Kastan, CEO of UPT; Kadir Öztürk, CTO of Aktif Bank; Meylis Amanmyradov, International Partnerships Manager at UPT; and Aziz Asanov, UPT’s representative in Uzbekistan. The discussions centered on collaboration opportunities, including the possible involvement of Uzbek specialists in Aktif Tech projects and the integration of local startups into the bank’s ecosystem.

Aktif Bank, established in 1999, is the largest private investment bank in Türkiye. It operates a comprehensive fintech ecosystem that includes digital banking, payment solutions, and ticketing services. Its subsidiary, UPT, founded in 2010, serves as an international money transfer platform, offering services in nearly 200 countries. The ecosystem also features Aktif Tech, a technology firm with around 300 employees that focuses on payment solutions, card platforms, POS and ticketing systems, and facilitates international expansion across the Balkans, the CIS, and the Turkic region.

During the meeting, IT Park Uzbekistan representatives presented an overview of the park's initiatives, the incentives available for international companies, and the favorable conditions established to attract high-tech projects to Uzbekistan. The Aktif Bank, UPT, and Aktif Tech delegation expressed interest in local opportunities, particularly regarding the potential of Uzbek specialists and the country's IT resources.

Significant emphasis was placed on the future development prospects of Aktif Tech in the region. The parties agreed to pursue further negotiations and conduct a thorough evaluation of the potential for involving Uzbek IT professionals in creating technological solutions for the Aktif group.

The meeting also explored collaboration opportunities between the startups Mulk Protocol, PayLov, and representatives from Aktif Bank. The companies deliberated on possible avenues for integrating the fintech solutions offered by these startups into the bank's products. IT Park Uzbekistan will soon provide additional information on other startups that may interest the Aktif group.

Mulk Protocol is an Uzbek fintech startup dedicated to the tokenization of real estate and businesses. The platform facilitates the conversion of tangible assets into digital tokens, enabling their fractional distribution and attracting investors.

The startup’s offerings are grounded in the principles of Islamic finance. Mulk Protocol has already achieved global recognition, having won the InBattle Startup Awards at the INMerge Innovation Summit 2025.

PayLov is a fintech service based in Uzbekistan that provides a variety of payment and financial services through a mobile application. The platform facilitates money transfers, service payments, financial management tools, and additional features such as investments and P2P transfers. PayLov's goal is to offer an accessible and user-friendly financial service to users in Uzbekistan.

Collaboration with Aktif Bank, UPT, and Aktif Tech presents new opportunities for IT Park Uzbekistan to enhance international partnerships, boost the export potential of Uzbek IT companies, and generate new job opportunities for the country’s specialists.
