Uzbekistan Approves International Digital Technology Center “Enterprise Uzbekistan”

In the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, the draft Constitutional Law “On the International Digital Technology Center” has been approved in its initial reading and is now moving forward to the next phase — preparation for the second reading.

The proposed legislation aims to establish “Enterprise Uzbekistan,” a unique jurisdiction where IT firms, startups, and investors will function under a specialized regulatory framework.

It is highlighted that the enactment of this law will provide Uzbekistan with the opportunity to emerge as a new gateway for international technology companies, startups, and investors seeking to tap into the rapidly expanding markets of Central Asia and its neighboring regions.

As outlined in the draft, groundwork is being laid for the creation of a specialized jurisdiction that will allow operations to be conducted under regulations familiar to the global business landscape. Specifically, it includes the application of international standards and elements of the common law of England and Wales — essential components for attracting international investment and venture projects.

This encompasses the streamlining of company registration, business operations, and the regulation of commercial activities. For residents, it is anticipated that clear and predictable conditions will be maintained until 2100.

Furthermore, a “one-stop shop” principle will be introduced to facilitate access to all types of services, including government services.

The draft law also incorporates provisions for the protection of intellectual property and investments, as well as aims to minimize administrative hurdles in dealings with government authorities.

It is anticipated that “Enterprise Uzbekistan” will act as a mechanism for drawing in foreign companies and investments, while also fostering more favorable conditions for the initiation and growth of technological projects within the country.
