
IT Park Uzbekistan presented the country’s IT potential in Romania
During their trip to Bucharest, representatives from IT Park Uzbekistan engaged in a two-day agenda that featured a series of meetings with international firms and the Uzbekistan Next-Gen Services Hub conference. Following this visit, the involved parties reached an agreement to enhance collaborations in the outsourcing of digital services, initiate joint talent development projects, and investigate the possibility of establishing representative offices in Uzbekistan.
Uzbekistan Next-Gen Services Hub Conference
The Uzbekistan Next-Gen Services Hub international conference served as the highlight of the visit, attracting over 130 participants from more than 100 companies. This event convened leaders from multinational corporations, consulting firms, technology companies, and outsourcing service providers. Notable attendees included Vodafone, Wipro, Fortrea, Extia, Oracle, Daon, VEO Worldwide Services, We As Web, COSCO Shipping EU, Genpact, Grant Thornton, Fortrea, Extia, Adecco, Publicis Sapient, Network One Distribution, TRANSEARCH, along with key partners such as Accesa, DAAC System Integrator, and Leaders in Tech.
IT Park Uzbekistan organized the conference with the assistance of the Embassy of Uzbekistan in Poland and Romanian collaborators. The main goal was to enhance ties between Uzbekistan and the European Union, promote Uzbekistan as an emerging hub for digital services, and explore avenues for collaboration within the IT and outsourcing industries.
In his opening remarks, Ravshanbek Jabborov, Advisor to the Embassy of Uzbekistan in Poland, highlighted the strengthening partnership between Uzbekistan and the European Union, underscoring the nation’s dedication to fostering a competitive, innovation-driven economy.
Fayzulla Ulmasov, a representative of IT Park Uzbekistan, presented on the country's digital transformation journey, detailing opportunities for foreign investors, the potential of the nation’s human capital, and the array of support services that IT Park offers to international businesses looking to set up operations in Uzbekistan.
Paul Cipcigan, Business Development Director at Accesa, shared insights from his company’s entry into the Uzbek market, praising the technical skills of local professionals, their adherence to European standards, and cultural compatibility. He emphasized the effectiveness of Accesa’s partnership-focused and people-centric business model.
Alexandru Savinov, Sales Director at DAAC Digital, discussed the swift progress of Uzbekistan’s digital infrastructure and e-government projects, highlighting the company's expanding footprint in the nation and the significance of strategic partnerships for success in emerging markets.
Ioan-Maksim Posa, Co-founder of Leaders in Tech and CEO of GambIT Group, along with Radu Apostoae, CTO and Co-founder of KontrolIF, presented the idea of the Uzbekistan–Romania Technology Corridor. They pointed out that this initiative connects Romania’s established IT sector with Uzbekistan’s rapidly developing digital economy, offering European clients access to high-quality, cost-effective, and around-the-clock technology services.
New business agreements and partnerships
The IT Park Uzbekistan delegation conducted a series of meetings with senior leaders from prominent international firms — Probitas, TRANSEARCH, COSCO Shipping, QLOC, and MEGOGO. The conversations centered on enhancing collaboration in digital services, logistics, outsourcing, and media technology. The companies showed significant interest in investigating Uzbekistan’s potential as a dependable location for establishing service centers and IT teams catering to the markets of Europe, the Middle East, and Central Asia.
During the discussions, Probitas's management expressed strong interest in Uzbekistan as a new entry point to the Central Asian and CIS markets. The talks included the establishment of joint service centers and IT teams to serve clients in the Middle East and Central Asia. The company also indicated its willingness to engage in IT Park Uzbekistan’s incentive programs, which include tax advantages, the Zero Risk program, and support with legal entity registration in the country.
Probitas is an IT firm based in Bucharest, Romania, with branches and partnerships throughout the Middle East, including the UAE. Operating in ten countries, the company offers a comprehensive range of IT solutions — from infrastructure and cloud services to cybersecurity and enterprise automation. Its clientele includes major organizations in telecommunications, energy, and finance across the EMEA region.
IT Park Uzbekistan and TRANSEARCH examined Uzbekistan’s potential as a new market for HR and management consulting. Special focus was placed on developing collaborative leadership programs and talent acquisition strategies for international companies setting up operations in Uzbekistan.
TRANSEARCH also indicated a desire to collaborate with IT Park Uzbekistan to create professional competency programs and educational initiatives for members of IT Park.
TRANSEARCH International is among the foremost executive search and leadership consulting firms globally, with its headquarters located in the United Kingdom. The firm has a presence in Europe, the Americas, Asia, the Middle East, and Africa, offering services in executive recruitment, culture and leadership advisory, and the integration of senior managers through its unique Orxestra methodology.
In discussions with COSCO Shipping (Europe), the delegation highlighted Uzbekistan’s increasing significance in regional supply chains and the logistics support for IT outsourcing. The parties explored potential collaborative projects centered on transport and warehousing solutions for international service centers operating within the country, as well as initiatives designed to enhance the efficiency of IT export operations.
COSCO Shipping (Europe) is the European branch of the Chinese logistics powerhouse COSCO Group, which was founded in 1989 in Hamburg, Germany. The company oversees operations throughout Europe, North Africa, the Mediterranean, and the Black Sea region. Its primary services include maritime container shipping, warehousing logistics, terminal operations, and vessel services, encompassing over 600 ports across 160 countries.
During a meeting with QLOC, representatives from IT Park Uzbekistan showcased the advantages of Uzbekistan for the game development sector, including tax incentives, the Zero Risk program, and outsourcing possibilities for QA and localization teams. QLOC expressed interest in investigating the establishment of operations in Uzbekistan and agreed to pursue further discussions with IT Park regarding local talent prospects.
QLOC is an international firm based in Poland, focusing on video game development, testing, and localization. Its client roster features EA, Capcom, Warner Bros, CD PROJEKT RED, Activision, and Bandai Namco. Noteworthy projects include Mortal Kombat, Cyberpunk 2077, Devil May Cry, and Dark Souls Remastered.
In a meeting with MEGOGO, the parties explored potential collaboration in content localization, dubbing, audio production, and application and streaming service testing. MEGOGO is considering Uzbekistan as a regional support hub, recognizing the country's talent pool, low operational costs, and government assurances for investors.
MEGOGO stands as the largest independent OTT platform in Eastern Europe, with its headquarters located in Kyiv, Ukraine. Founded in 2011, it operates across 15 countries, providing a range of offerings including films, TV channels, sports broadcasts, audiobooks, and podcasts. The platform's in-house division, MEGOGO Voice, focuses on dubbing and voice-over production. MEGOGO is actively enhancing its content localization and production efforts for the EMEA markets.
The recent visit to Bucharest underscored the increasing interest of European businesses in collaborating with Uzbekistan in the IT and digital services sectors. The meetings and conference led to the formation of new business relationships and partnership agreements with prominent regional companies. For IT Park Uzbekistan, this visit represented a significant milestone in broadening its European partnership network, reinforcing connections between the European Union and Central Asia, and positioning Uzbekistan as a dependable hub for IT outsourcing and technology-driven services.
