Enterprise Uzbekistan Invites the International Tech businesses to Participate in Developing the Legal Framework for a New Technology Jurisdiction

The next phase involves creating the regulatory framework that will determine the Center’s operational procedures and the conditions for its future members. In total, more than 50 Center Acts are planned to be developed.

The initiative is built on a core principle: engaging future ecosystem participants in the development of the rules they will be required to follow. Rather than developing regulatory mechanisms solely within the Center, Enterprise Uzbekistan is inviting the international business community to take an active role in this process.

To support this, a specialized digital platform has been launched, allowing companies, startups, investors, and experts to access draft acts, examine proposed legal mechanisms, and provide their feedback and suggestions.

This method will help integrate the practical experience of technology businesses, detect potential regulatory obstacles during the drafting phase, and establish conditions aligned with the needs of international markets.

Regulatory Sandbox and Artificial Intelligence Regulation

A major focus is the creation of the legal framework for the Regulatory Sandbox — a specific regulatory mechanism that will allow international technology companies and startups to test innovative products and business models under real-world conditions within a defined legal framework.

An act outlining the operational procedures of the Regulatory Sandbox is currently under development. Enterprise Uzbekistan invites industry representatives to submit their suggestions regarding testing conditions, applicable requirements, and the necessary legal protections.

Another upcoming area for public consultation will be the regulation of artificial intelligence (AI). The drafting of relevant acts will also offer opportunities for interested market participants to provide their input.

Additional acts will be made available for review and suggestions as they are developed.

Founding Contributors: An Opportunity to Shape Future Rules

Through the Founding Contributors initiative, Enterprise Uzbekistan invites members of the international technology community to participate in shaping the Center’s regulatory environment at an early stage.

Participation in the consultation process will enable companies and experts to identify practical business needs, propose solutions to enhance legal mechanisms, and share international experience in regulating technology-related activities.

This collaborative approach is expected to contribute to a more transparent, predictable, and innovation-oriented legal environment.
