
A new stage of IT company support in Uzbekistan: focus on exports, talent, and sustainable growth
Uzbekistan is steadfast in its strategic direction aimed at enhancing the digital economy and solidifying the nation’s role as a global technology hub. A recently enacted presidential resolution will provide IT companies with increased opportunities for entering international markets, attracting foreign experts, and scaling their businesses. In this context, IT Park Uzbekistan organized a series of strategic meetings with member companies to review the main aspects of the resolution and the current priorities of the sector.
New support measures: focus on exports, infrastructure, and talent
The resolution offers extensive support for both nascent startups and established export-oriented firms. Starting November 1, 2025, participants in the “Digital Startups” program and fintech sandboxes will receive one year of complimentary access to the digital services of the “E-Government” platform, contingent upon compliance with cybersecurity standards.
Effective January 1, 2026, IT companies engaged in international markets will be allowed to allocate export revenues, up to $500,000 annually, for corporate subscriptions and online advertising on global platforms that have an audience exceeding 100 million users. For SaaS platforms, a streamlined process will be in place: payments can be made under a public offer without the need for mandatory transaction registration in the E-contract system, except for large contracts.
The Zero Risk program has also been broadened: member companies can now lease office spaces not only in state-owned but also in privately owned properties, with expense reimbursement for up to 12 months. This initiative is particularly beneficial for regional areas and Karakalpakstan. Furthermore, a mortgage financing mechanism for foreign specialists has been introduced in collaboration with “Aloqabank,” and access to banking services has been simplified — international specialists can now open accounts and obtain virtual cards remotely by registering a personal identification number (PINFL) through Uzbekistan’s consulates.
Meetings with members: dialogue on future priorities and growth mechanisms
To facilitate an in-depth discussion of the new measures and development priorities, IT Park Uzbekistan convened meetings with representatives from member companies.
The sessions were attended by Bobur Khodjaev, Head of the Department for Financial Technologies, Digitalization, and Artificial Intelligence under the Presidential Administration; Sherzod Shermatov, Minister of Digital Technologies; Oleg Pekos, First Deputy Minister; along with IT Park leadership — Abdulakhad Kuchkarov, CEO; Jakhongir Radjabov, Business Development Director; and Makhliyo Muksinova, Services Export Development Director.
Discussions with companies centered on the domestic market and explored opportunities for shifting towards export-oriented activities, workforce strategies, and the incorporation of artificial intelligence solutions into public administration. A key point of discussion was the stipulation that, beginning in 2029, tax incentives will only be available to member companies that generate at least 50% of their revenue from exports. In response, IT Park is launching additional support mechanisms through the Local2Global program and its representative offices in the United States, Germany, Japan, China, South Korea, and Saudi Arabia.
Dedicated sessions were held for product-based and outsourcing companies, focusing on global market expansion, data protection when collaborating with major international platforms, and the establishment of a professional outsourcing community. The organization of a national AI hackathon involving member companies and government institutions was also on the agenda.
These meetings represented a significant advancement in enhancing collaboration between the state and the IT business sector. The newly implemented measures are designed to create a conducive environment for sustainable growth, boost exports, and improve global competitiveness. IT Park Uzbekistan will persist in offering comprehensive support to its members, solidifying Uzbekistan’s position on the digital map of the region.
